Abstract

Universities must actively respond to environmental changes such as higher education policies in the future society, the 4th industrial revolution, the utilization of artificial intelligence, and the development of information and communication technology, and it is necessary to study desirable information protection and privacy policy changes to prepare for evolving cyber threats and strengthening information protection. This study examines the reality of universities that utilize limited resources of higher education institutions (universities) and the policies that should be changed by applying the Multiple Streams Framework (MSF) for information protection policy change, and proposes a change of policy entrepreneurs that are realistically organized in consideration of policy support promotion and institutional aspects to strengthen and improve efficient information protection of universities.
