  Abstract

The Korea Occupational Safety and Health Agency (KOSHA) developed a safety consciousness diagnostic tool comprising 144 items to evaluate workplace safety culture. However, numerous questions resulted in low participation, poor responses owing to fatigue, and potential data inaccuracies. This study aimed to create a shorter version of the questionnaire and assess its reliability and validity. To select items for the shorter version, we conducted an initial survey targeting 100 employees and 12 experts. Forty-eight items were chosen based on the initial survey and expert advice. Following the initial survey, a second survey with a sample of 2,187 employees was conducted to ensure the validity and reliability of the selected questions. Confirmatory factor and reliability analyses were conducted. Additionally, we evaluated the disparity in mean scores between the original 144-item tool and the shorter version, as well as the difference in test-retest mean scores. Confirmatory factor and reliability analyses indicated that the shortened tool, comprising 48 items, maintained appropriate validity and reliability. Furthermore, mean difference between test-retest of the short version and between the short and original version have no significant differences. These findings demonstrate that the shorter version of the KOSHA tool can efficiently measure safety culture in the workplace and contribute to the development of strategies to promote safety culture within organizations.
