Analysis of the Prevention Effectiveness of Railroad Level Crossing Accident using Intelligent Video Analysis System

  Abstract

To date, 95% of level-crossing accidents are caused by illegal actions and negligence of road-vehicle operators, such as violating the stop regulation before a level crossing or bypassing the gate altogether. To regulate stop violations, which are the root cause of level-crossing accidents, an intelligent video analysis system was developed that informs road users whether they are compliant with stopping before the level crossing. The devices were installed on a pilot basis at two level-crossing locations. The primary functions of intelligent video analysis systems are to measure the vehicle’s speed and record its number plate when entering a level crossing. Additionally, it electronically displays whether the vehicle has stopped, as well as the vehicle speed and plate number. Seven days before installing the intelligent video analysis system, the compliance rate for stopping at railway crossings was 0.28%. Therefore, safety activities, such as campaigns, public relations, and the existing safety systems, were deemed ineffective at inducing stops before level crossings. After installing the proposed intelligent video analysis system at both pilot level-crossing locations, the average compliance rate for the upstream and downstream traffic directions improved by 27.07%. Dividing the measurement period into early, mid, and late periods of 10, 10, and 9 days, respectively, the compliance rate for the upstream traffic direction at the Sain-1 level crossing increased by 19.2%, 27.1%, and 33.8%, respectively, with an average increase of 76.0% and 56.2% in the upstream and downstream traffic directions, respectively. Over time, the compliance rate increased, because vehicle drivers became more cognizant of stopping violations at railway crossings.
