  Abstract

This study aims to develop a structured Design for safety (DfS) framework for underwater platforms by identifying risk factors and proposing appropriate mitigation measures. A review of 113 identified hazards classified these risk factors into three categories: environmental, technical, and operational. The hierarchy of controls was utilized to formulate mitigation strategies. Furthermore, the correlations among various work types, risk factors, and mitigation measures were analyzed to establish a systematic approach to identifying and managing hazards. The findings reveal that while engineering controls and administrative measures were widely implemented, more fundamental strategies—namely, elimination and substitution—were applied less frequently. Overall, this study presents a practical framework for early-stage risk reduction in underwater platform design, offering valuable insights into improving the safety of marine facilities.
