  Abstract

Increasing torrential rain caused by climate change, the expansion of impermeable surfaces due to urbanization, and rainfall exceeding the design capacity of sewage systems have all contributed to flooding in urban areas. In addition, the lack of practical application of pre-developed urban information and situational awareness measuring equipment for urban flood preparedness has emerged as a significant issue. To address these challenges, there is a need for a new urban flooding monitoring technology. This technology should combine AI-based flood situation analysis using CCTV images installed nationwide with branch measurements to address flooding, eliminate blind spots in point measurements, and account for the complex factors influencing urban flooding. This study focuses on the development of gauge sensors for urban flood monitoring, AI-based urban flood situation analysis, the utilization of urban flood monitoring data, test bed operations, and living lab-based urban flood information services. The anticipated outcome of this research project is the ability to secure urban flood prediction and damage prevention technology through domestic innovation, enhance the accuracy of urban flood prediction models, and provide effective evacuation plans and designated evacuation points to prepare for sudden urban flooding caused by torrential rain, ultimately reducing human casualties and property damage.
