  Abstract

This study systematically analyzes the risks of electric-shock accidents and proposes systematic measures for safety management. According to the statistics report of the Korea Electrical Safety Corporation on electrical accidents, the number of electric-shock-induced fatalities averaged 20 per year over the five-year period of 2019 2023; this number indicates that existing earth-resistance-based management methods for electric-shock accidents have limitations. Additionally, electric-shock accidents are attributable to issues pertaining to safety culture, such as safety complacency, and to a lack of management measures specifically tailored to electric-shock mechanisms. The present study therefore organizes the main variables of electric-shock accidents by using equivalent circuits and establishes scenarios for the accidents in order to analyze electric-shock risk. The established scenarios are classified into two categories: those involving legal violations and those that consider changes in the earth resistance and the presence or absence of earth. Electric-shock risk is analyzed using the IEC-60479-1 and IEEE Std-80 standards, and safety management measures are derived on the basis of the Criteria for Judging Electrical Equipment Technical Standards (CJEETS) and the Korea Electro-technical Code (KEC). The study results are expected to contribute to the establishment of practical measures for the prevention of electric-shock accidents.
