  Abstract

As the use of new chemical substances with unknown risks grows in petrochemical, oil refining, energy, semiconductor, and electronic industries, measures for handling flammable liquids with high electrostatic risk are required. This study aims to prevent electrostatic fires and explosions in hazardous locations by analyzing industrial accident statistics and conducting stakeholder surveys to identify problems and propose improvement tasks for safe static electricity management. Sixty-three survey responses on serious disasters and industrial accidents related to static electricity fires and explosions that occurred from 2013 to 2022 are analyzed. The analysis method is used to understand the accident occurrence circumstances, disaster investigation contents (disaster occurrence process, investigation or confirmation contents, etc.), causes of disaster occurrence, and disaster prevention measures in the collected investigation opinions based on industrial accident statistics. Then, the contents of the survey opinion analysis are categorized and organized, and implications are derived. A survey on static electricity fires and explosions is conducted among 174 stakeholders using a questionnaire with four main items and 22 detailed items, covering understanding, safety management, accident investigation, and experimental analysis equipment. In addition, the survey results are subjected to a descriptive statistical analysis and one-way analysis of variance (ANOVA) using SPSS. Key findings include the requirement to clarify accident and disaster statistics criteria, establish specialized investigation methods and systems, develop technical solutions and risk assessment techniques, and create an experimental analysis foundation for understanding electrostatic phenomena and causative substances.
