  Abstract

Following ongoing safety incidents, including the death of a subcontractor worker at the Taean Thermal Power Plant, the government has announced a comprehensive plan to enhance safety in public institutions. The plan emphasizes establishing robust safety management systems within public organizations, highlighting their active participation in safety management. Among various activities, risk assessment - a crucial element for preventing accidents - has been legislated since 2013, with its guidelines continuously revised to ensure the system’s effectiveness in workplaces. Despite regular risk assessments being conducted at Insurance Company A, a public institution, since 2019, the number of industrial accidents among employees has not decreased. In this study, we analyzed the current state of risk assessment implementation and proposed improvements for a more substantial institutional operation in the future.
