  Abstract

Korea’s safety investment public disclosure system was implemented after the 2014 Sewol Ferry disaster to address the growing public demand for improved safety measures. Since 2024, the Ministry of Oceans and Fisheries has piloted a maritime safety investment disclosure system to enhance maritime safety. This study proposes measures to improve the system and promote a safer industrial environment in the shipping sector. This study examines the scope of public safety investment disclosures, reviews marine accident trends, and analyzes similar systems in other industries. Our findings indicate that Korean shipping companies primarily operate bareboat chartered vessels, followed by domestically-flagged ships and time-chartered vessels. Domestic regulations govern seaworthiness for domestically-flagged ships and bareboat charter hire purchase (BBCHP). In contrast, the laws of the flag state regulate time-chartered vessels under foreign flags, complicating oversight of safety compliance of ship management. To address these challenges, this research recommends that the Ministry of Oceans and Fisheries strengthen supervision of the seaworthiness of time-chartered vessels registered under foreign flags.
