  Abstract

This study investigates the risks of pedestrian accidents associated with the increasing introduction of trams in Korea, aiming to develop standards for installing safety facilities to prevent such accidents. The focus is on the Wirye Tram, which is currently in the pre-construction phase. While most tram systems are designed to operate along the center of urban roadways—similar to dedicated median bus lanes—the Wirye Tram is planned to run at the same level as pedestrian walkways. Notably, 1.3 km (24%) of the total route is designated as a transit mall that passes through densely populated residential and commercial areas, significantly increasing the risk of pedestrian-tram collisions. Based on a review of previous studies and international tram accident cases, we propose practical strategies for designing pedestrian safety facilities suited to domestic conditions. Key risk areas, including tram stops, intersections, and track sections, were analyzed, and specific improvement measures were presented. These included separating pedestrian paths near tram stops, implementing enhanced visual and auditory alert systems to prevent jaywalking, and enforcing strict speed limits within transit mall zones. These findings address gaps in current legislation and design standards and provide insights for developing comprehensive tram design guidelines in Korea.
