  Abstract

This study analyzed fall accidents occurring at small-scale construction sites utilizing AcciMap methodology, focusing on sites with a construction cost under 5 billion won. A representative accident was selected, and data were collected through accident investigation reports and interviews with relevant public officials and accident investigators. The AcciMap analysis was performed on the collected data through the following procedures: defining the hierarchical structure, determining the cause of accidents by hierarchy, examining vertical causality, and investigating horizontal interactions. The hierarchy was defined as government, regulators, companies, management, staff, and work environment, reflecting the characteristics of the small-scale construction sites’ decision-making and order management systems. The results showed that fall accidents occur due to not only direct causes, such as worker carelessness or poor site management, but also a combination of cause factors across multiple levels, from government policies to worksite conditions. A mechanism was found that increases the risk of accidents, as accident causal factors originating at the government level propagate to lower levels, including regulators, companies, management, and staff. In addition, the analysis showed that accident causal factors occurring at each level are interconnected, amplifying the risk.
